Security proposals:

1. Trivial security upgrades, with some testing capability, but not deep engineering. Covers both 1.6 and 1.9. When there is a more ambitious upgrade, it would have to be implemented by code owners of the affected component, and their funding would be out of scope for this proposal.

2. Security support for 1.6. Vulnerability fixes should be back-ported.
