1. Ported s_plus_p_gw_eps_bearer_context_information_t to protobuf structure and fixed the bugs found in unit test cases and while executing s1ap sanity test suite

3. Ported spgw_state contexts to protobuf structure in spgw task. Shall raise PR once previous PRs are merged to master.

• issues/9902 Analyzed the logs. From the logs it appears that mme is going through multiple scenarios like mme is handling multi UE and multi eNB with different types of procedures like request for handover, UE entering to idle state and back to active state; sctp disconnection. From logs I re-created few of scenario, but looks to be good.  Right now we shall replace assert with error log and return.
