Possible resolution:

• Add the DCO to the root folder
• Clarify in CONTRIBUTING.md 
  • ... that the sign-off corresponds to the DCO and that one should be aware of the implications,
  • ... what a valid sign-off requires (e.g. regarding pseudonyms or anonymous contributions)
